Organizational Review of the Philippines Development Assistance Program (PDAP)

Universalia was mandated to carry out a series of both program and organizational assessments of PDAP, a six-member consortium representing over 300 Filipino NGO working in the areas of sustainable agriculture and rural enterprise, over a period of eight years. The assignments involved field missions to the Philippines in order to collect data from key stakeholders including the Board of Directors, member organizations and representatives from the government. The organizational reviews mostly focused on evaluating PDAP’s organizational capacity, relevance and long-term sustainability outlook, taking into account the evolving context.
