Independent Evaluation of infoDev

Universalia was selected to conduct the third evaluation of the infoDev Global Partnership Programme focusing on the development of innovative ICT4D approaches. The purpose of the assignment was to carry out a performance assessment of the entire infoDev program. More specifically, the evaluation’s objective was to analyze the relevance, effectiveness and efficiency of infoDev’s programmes and make recommendations to the Donor’s Committee regarding areas of possible improvement, taking into account of both the external environment in which infoDev operates and the priorities of the donors and the development community. Four case studies where written for this evaluation on the programme’s work in the incubator initiative, ICT in education, the regulation toolkit and a study on ICT and Competitiveness in Ghana.
