Institutional Assessment of the Inter Governmental Authority on Development (IGAD) & Evaluation of its CIDA Funded Projects

IGAD is a regional economic block based in the Horn of Africa. CIDA had been supporting IGAD for over 20 years, but had never evaluated the organization. Given’s CIDA’s interest in the Horn of Africa, it commissioned an institutional assessment of IGAD to assess the effectiveness of previous investments and to determine whether and how it should fund IGAD in the future. Using the Universalia-IDRC Institutional Organizational Assessment Framework, the evaluation included a thorough review of IGAD’s institutional performance, capacities and context. This included consultations with IGAD stakeholders in all seven IGAD member countries (Djibouti, Ethiopia, Eritrea, Kenya, Somalia, Sudan & Uganda), and document reviews.
