Jon is an independent evaluation consultant with 19 years experience in designing and managing research and MERL programmes that inform and evaluate interventions in the international development and humanitarian response sectors, across Africa, Middle East, Eastern Europe, Balkans, Caucasus, and Central Asia.
Jon’s thematic areas of expertise include climate change, sustainable development, conflict and peacebuilding, media and communications, migration, food security, health systems, civil society, anti-corruption, disinformation and human rights. Jon has technical experience in strategic MERL system development, evaluation planning, behaviour change, mixed methods, impact evaluations, and working with Theories of Change. Jon enjoys evaluating both programmes, with their focus on development concepts and theories, and projects, with their focus on activities and implementation, and the range of technical, thematic, and cultural complexities and challenges that both types provide.
As a former archaeologist, Jon also enjoys assessing current-day development programmes with the temporal awareness and appreciation of human development activity over long timeframes, that this experience has provided.
