Performance Monitoring for UN Women Programmes on Gender Equality in the Context of HIV/AIDS

Universalia was contracted by UN Women to support the development of Performance Measurement Frameworks (PMFs) for two UN Women programmes. 1) The CIDA funded UN Women programme Action to Promote the Legal Empowerment of Women in the Context of HIV and AIDS integrates 20 individual community level projects implemented by its partner organizations in Sub Saharan Africa. All projects work under the premise that securing women’s property and inheritance rights is a critical strategy for reducing women’s vulnerability to HIV/AIDS. Universalia designed a comprehensive Performance Monitoring Framework including outcome and output level indicators for the overall programme. In addition a user oriented guidance note to assist UN Women staff and grantee organizations in data collection and analysis for performance monitoring was created. 2) The EC funded program Supporting Gender Equality in the Context of HIV/AIDS is implemented in five countries (Cambodia, Kenya, Jamaica, Papua New Guinea, and Rwanda). It aims to promote leadership and participation of HIV positive women’s organizations and organizations affected by HIV/AIDS in shaping policies, programs and resource allocations addressing the HIV/AIDS epidemic. Also, the programme aims to help develop the capacities of national AIDS coordinating mechanisms to promote human rights and gender equality in the HIV/AIDS response. Universalia assisted in reviewing and revising the existing Logical Framework Matrix based on recommendations deriving from programme mid-term monitoring reports. The programme monitoring tool to support better and results based reporting at HQ and country programme levels was also revised.
