Capacity Building in Monitoring and Evaluation

The purpose of this assessment was to review the current business processes, policies, procedures and roles governing the management of all loans from multilateral and bilateral agencies, and to design a new IT system to manage the process. The scope includes M&E and RBM, along with Grants and Loans Management, loan conditions and project progress tracking. The system designed covers all economic sectors (education, technical, infrastructure etc.). The deliverables consisted of an IT Blueprint with the following sections: 1. Business Process Maps 2. Database design 3. Technology platform design 4. Application Architecture and 5. An Implementation Plan; along with a demonstration of the GYST M&E-RBM system.
