Universalia recently completed an organizational assessment of ADEA, a broad consortium which brings together Ministers of Education, 22 development agencies, numerous education specialists, and civil society organizations active in educational reform to discuss and reflect on the key educational issues facing Sub-Saharan Africa, as well as develop strategies for coordinated educational policy change. Data collection for this evaluation took place throughout Africa, Europe and North America. More than 100 interviews were conducted with Ministers and senior officials from donor agencies, an on-line survey was used to gain both qualitative and quantitative data from stakeholders and partners, and a comprehensive document review of more than 150 titles was completed.
