In line with its National Disaster Management Plan, the Government of Pakistan requested WFP’s support to build a network of warehouses at strategic locations across the country. Over the past decade, WFP has constructed a total of 8 Humanitarian Response Facilities (HRFs). The specific objectives of the HRFs are to (i) increase the availability of relief and food items; (ii) minimize risk of supply disruptions; (iii) reduce operational costs; and (iv) enhance capacities of stakeholders to respond to emergencies through the pre-positioning of contingency stocks; and (v) reduce lead times needed for mobilization of relief items in the event of emergencies. Universalia conducted an evidence and theory-based evaluation reviewing WFP’s capacity strengthening support to the Government of Pakistan, its disaster management system and its HRFs. The evaluation was guided by UNEG’s, OECD-DAC’s and WFP’s quality and ethical standards and assessed the relevance, effectiveness, efficiency, coherence and sustainability of the mandate. In addition, the evaluation used international, corporate and national strategies, policies and frameworks as thematic and sectoral benchmarks to assess the performance of the HRF network in Pakistan. The methodology included an evaluability assessment, a stakeholder analysis and sampling four HRFs to visit. A range of analyses was conducted based on data triangulation, including descriptive, content, quantitative, efficiency, effectiveness, and gender analyses.
