The Convention on Biological Diversity (CBD), which came into force on 29 December 1993, was inspired by the world community's growing commitment to sustainable development. It represents a dramatic step forward in the conservation of biological diversity, the sustainable use of its components, and the fair and equitable sharing of benefits arising from the use of genetic resources. In its decision COP-VIII/31 paragraph 33, the Conference of Parties authorized the Executive Secretary to review the terms of reference of posts in the Secretariat with a view to adjusting the staffing to meet the new challenges facing the Convention and to ensure the effective functioning of the Secretariat. This decision was taken to assure the Secretariat’s ability to deliver under the new stage of enhanced implementation of the Convention.
The mandate includes an in-depth document review, interviews and surveys of key individuals at the Secretariat, stakeholders, partner organizations, donor groups and members of the Bureau.
