Zachariah Su

Zachariah (Zach) Su is a Consultant in Universalia’s Organization & Partnership practice where he manages consulting projects, contributes to business development and leads the design and implementation of monitoring and evaluation methodologies. He has worked on assignments for a variety of clients such as the World Food Programme (WFP), World Bank, International Labour Organization (ILO), Caribbean Development Bank (CDB), International Monetary Fund (IMF) and the Bill and Melinda Gates Foundation, among others.

At Universalia, Zach has fulfilled the role of Deputy Team Leader, and project manager, for several evaluation mandates. Through this role, Zach has led the design and implementation of data collection methods and tools, analysis of quantitative and qualitative data, and has led the drafting and completion of evaluation reports. Through the evaluations he has worked on, Zach has assessed the performance of international development and humanitarian assistance programming that focused on a range of thematic areas, such as food and nutrition security, social protection, school feeding, smallholder farmers resilience and market support, education systems strengthening, and peacebuilding, among others.

Zach also has a demonstrated track record in providing consulting services in Results-Based Management (RBM) through multi-year Monitoring, Evaluation and Learning (MEL) partnerships with client organizations. Through such mandates, Zach led data collection and analysis to inform the development of Theories of Change (ToCs), performance measurement frameworks (PMFs) and learning-oriented case studies. Zach has also led baseline reviews and conducted situational analyses, to inform the development of performance measurement frameworks.

Zach maintains a keen interest in labour migration, migration policy, and human rights. Prior to joining Universalia, he conducted extensive research on migration policy and migrant workers’ rights in Canada and Singapore, and presented multiple papers on labour migration at conferences in Ontario and Quebec. He is proficient in Mandarin (his native language) and is fluent in English and French.
