In 2008, CIDA contracted Universalia to conduct an evaluation of CIDA’s 1998-2008 Malawi Country Program. The evaluation pursues three major objectives: i) a summative review of the Malawi Program investments during the 1998-2008 period; ii) an assessment of the performance of the various delivery mechanisms, including program-based approaches, and iii) a forward looking analysis of findings and lessons that will inform future programming. The evaluation is being carried out as a two-step process, consisting of a Design Phase (completed) and a Delivery Phase. Both phases include field missions to Malawi. The evaluation covers a variety of sectors, including basic health, basic education, good governance, and gender equality.
