Universalia was contracted through the Canadian Institute for Research on Linguistic Minorities/ L’Institut canadien de recherché sur les minorities linguistiques (ICRML) by the Ontario Ministry of Education and the Ministry of Training, Colleges and Universities, to lead the Formative and Summative Evaluation of the Canada-Ontario Agreement on Minority Language Education and Second Official Language Instruction 2009-2010 to 2012-2013 (ECO). ECO focuses on three sectors in education: elementary and secondary education in the language of the minority (FLM); elementary and secondary education in French as a second language (FLS); and postsecondary education. ECO also covers the areas of: student participation; student performance; program offerings; enrichment of school environments; support to education staff and research; and access to postsecondary education. The evaluation is being carried out in four phases: start-up and workplanning (February to April 2011); midterm formative evaluation (May 2011 to February 2012); follow-up period (March 2012-January 2013); and a summative evaluation at the end of ECO (February 2013 to February 2014).
