The multi-country evaluation of the HRBAP was carried out by an evaluation team of five consultants, including a Lead Evaluator, Senior Human Rights Expert and Humanitarian Expert. Universalia was asked to review the application of HRBAP at the UNICEF country office, regional office and headquarters levels in order to assess if there is adequate organizational understanding and commitment to the approach, pinpoint causes for strengths and weaknesses and draw lessons learned to determine if changes are needed with the approach. The evaluation drew primarily on document analysis, survey data and key informant interviews. Field missions were carried out in five UNICEF country offices and four UNICEF regional offices. The research also assessed the extent to which HRBAP was applicable to humanitarian settings. As such, a dedicated mission was carried out in Haiti in May 2011 in order to review the application of HRBAP during the humanitarian response.
