This evaluation assessed the development effectiveness of CDB’s response to the human resource development needs of the Borrowing Member Countries (BMC), from the perspective of CDB’s mission, especially related to poverty reduction. More specifically, the evaluation reviewed and to analyzed eight dimensions of the SLS, including: 1) the strategic relevance; 2) the poverty relevance; 3) the efficacy of the programme; 4) the efficiency; 5) the sustainability; 6) the institutional development impact; 7) the CDB’s performance in managing the programme; 8) and the Borrower and Executing Agency performance.
