The Cluster Country Strategy and Programme Evaluation covers nine Organisation of Eastern Caribbean States (OECS) and Overseas
Dependent Territories (Anguilla, Antigua and Barbuda, Dominica, Grenada, Montserrat, St. Kitts and Nevis, St. Lucia, St. Vincent and
the Grenadines, and Turks and Caicos Islands).
This accountability and lesson identification exercise uses the DAC criteria of relevance, effectiveness, efficiency and sustainability to assess the Country Strategy and portfolio of capital projects, trust fund interventions and Technical Assistance. The evaluation has three distinct units of analysis: i) the country programme; ii) CDB country programme management; and iii) the OECS sub-regional programme. It assesses and interprets past performance, and articulates forward-looking conclusions and recommendations to inform the design and implementation of future Country Strategy Papers and
programme interventions.
