The objective of the Project was to assist the Chinese government to empower women in poor areas with large ethnic minority populations by (i) enhancing local women’s self-management and self-development capacity and entrepreneurship skills through capacity building and institutional strengthening; (ii) empowering women and improving their livelihoods through cultural industry development; and (iii) preserving and developing local culture and traditions through cultural skills transmission by women. Universalia was specifically tasked to evaluate project implementation in the first phase against the proposed outputs in the Project Document and also design the Project’s second phase on the basis of first phase findings combined with local needs of ethnic minority groups and UNDP’s good practices.
