This recent combined outcome/ impact and process evaluation of the Commonwealth’s premier instrument for development cooperation was commenced in early 2007. Universalia has been asked to asses the efficiency and effectiveness of the CFTC. As well, we have been asked to asses the relative degree of development impact of the twelve themes that comprise the CFTC. The assignment has involved eight in-depth country field missions in Asia as well as extensive discussions with High Commissioners and Commonwealth Ministers responsible for overseas development assistance and national development generally. The aim of this evaluation is to provide senior Commonwealth decision-makers, including Heads of Government, with recommendations for the renewal of the CFTC and its better integration with global development priorities like the Millennium Development Goals.
