The evaluation assessed the relevance, efficiency and effectiveness of GPE's support to education sector planning, specifically through the Education Sector Plan Development Grant (ESPDG) mechanism. The evaluation was conducted in 2 phases: a desk-study phase that assessed the ESPDG and other GPE modalities of support through documentation review and interviews with relevant stakeholders at the global level, and a country consultation phase that brought in additional country-level data.
