The Water and Sanitation Program is an international partnership which aims to provide increased access to improved water and sanitation services for poor people living in rural and urban areas across the world. The overall purpose of this evaluation was to provide an independent evaluation of the programme’s performance for the period 2004-2008 in order to seek lessons to improve the program for the coming periods as well as to provide input toward future planning and programming. The assessment was made in terms of relevance, effectiveness and efficiency of the program medium-term strategy and related business plan, overall institutional arrangements, and strategy for continued sustainability of the program.
