The overall objective of the mission was to assist the CIJA develop a comprehensive monitoring plan of the implementation of the “CIJA Project”, which was to be prepared during the first month of implementation, specifying responsibilities, time-frame, and distribution of M&E reports and budget. Universalia was tasked to review prior Monitoring & Evaluation mechanisms put in place during the 2011-2014 phase of the project and draw lessons learnt.
