Mid-Term Review of the Tenth Cycle of the Unified Special Development Fund of the Caribbean Development Bank (CDB)

The main objective of this assignment was to assess the performance of SDF 10, two years into its implementation. The MTR examined whether the objectives and targets of the fund, in relation to building social, economic and environmental resilience; supporting disaster risk management, environmental sustainability and the climate change agenda; and promoting gender equality (GE), particularly reducing gender-based violence (GBV) are being achieved. The MTR entailed conducting remote interviews with stakeholders in the Caribbean, and a review of available documents, including project progress reporting, financial performance data of the Fund, and reporting on progress against outcome and output indicators of the SDF’s Results Monitoring Framework and Implementation Plan. Key deliverables of the assignment include the Inception Report, Final Report, as well as presentations of the MTR’s findings, conclusions and recommendations to the CDB.
